Two-thirds of the States have applied for a Convention to propose amendments to the Constitution, fulfilling the requirement by Article V of the Constitution.

The States use varying verbiage in their applications for a Convention of States. Some even seek to restrict the Convention to specific topics, thereby limiting the issues on which a Convention of States might propose amendments. The Constitution does not place within the States’ purview the authority to limit the topics addressed by a Convention of States. The States may discuss such limitations when creating the rules of the Convention.
