MECHANICS

Congress calls for a Convention of States and then GETS THE HELL OUT OF THE  WAY

That’s what the Constitution says

Beyond that, the Constitution does not tell the States how to run their Convention.

We have some suggestions:

  1. First, the Convention should take place in the middle of the country. That is symbolic and practical, and it gets the representatives away from the lobbyists and corrupting influences in D.C.

  2. Second, an equal number of representatives from each state should attend. We suggest two.

  3. Third, there should be a time limit to the Convention. We suggest 30 or 60 days.

  4. Fourth, there should be a set number of amendments allowed to be produced at this Convention. One per state seems equitable.* This is to ensure brevity, practicality, and to ensure the Convention does not waste the States’ legislatures’ time.

*Although one per state sounds like a tight restriction, not all of the States may want to propose an amendment, and some proposed amendments may overlap (two or more states may want to propose term limits, and therefore such proposed amendments may be combined).
